Navigating government bureaucracy can often feel like wandering through a maze. Between paper requirements, confusing portals, and fragmented departments, citizens frequently struggle to access basic services.

Early this May, Leaders International, acting as the Belgian pilot partner for the IDEAL project, took a major step toward finding innovative solution for this issue by hosting an innovative pilot meeting.

The core of the event was a Mapping Lab: a collaborative space where participants rolled up their sleeves to analyze exactly where government roles overlap, identify bottlenecks, and suggest easier ways for citizens to get the services they need.

To tackle this challenge, a rapid, five-step methodology was followed:

  1. Preparation (AI-Supported Dialogue): Accessible invitations with framing questions prepared participants using AI tools before the event even began.

  2. Deliberation (Peer-to-Peer Learning): Interactive mapping exercises and webinars allowed participants to share experiences and highlight exactly where local systems break down.

  3. Dialogue Rounds: Groups pinpointed bureaucratic challenges, such as departments asking for the same paperwork, and debated practical ways to streamline them.

  4. Documentation: Collaborative insights were synthesized into a Governance Map of system overlaps and a plain-language Citizen Brief.

  5. Submission (Community-Based Learning): The final proposals will be presented to local authorities, ensuring citizen-led insights directly improve how government operates.

By putting citizens in the driver's seat of civic design, Leaders International and the IDEAL project are proving that government services don't have to be complicated. When we take the time to map the maze, we can finally start tearing down the walls.
